Pennsylvania’s First Housing Action Plan to Increase Affordable Housing and Address Homelessness
Governor Josh Shapiro signed Executive Order 2024-03, marking the launch of Pennsylvania’s first comprehensive Housing Action Plan. This landmark initiative aims to tackle the state’s housing crisis by increasing affordable housing availability, addressing homelessness, and improving housing quality through a coordinated approach involving multiple state and local agencies. The plan, spearheaded by the Department of Community & Economic Development (DCED), will focus on expanding affordable housing options, repairing aging homes, and supporting unhoused individuals. It also seeks to enhance Pennsylvania’s competitiveness by making the state a more attractive place to live and work.
The Executive Order underscores the urgency of addressing housing challenges, including rising costs and a significant shortfall in housing units. The plan will be data-driven, involving detailed assessments of housing needs and the effectiveness of existing programs. Recommendations will cover state housing policies, investments, and best practices from both public and private sectors. The initiative aligns with broader economic development strategies and emphasizes the importance of accessible housing for the state’s economic stability and quality of life. The comprehensive approach aims to provide a roadmap for sustainable housing solutions and foster long-term improvements across Pennsylvania.
