A Cumberland County-based developer of affordable workforce housing is planning a senior-living project in Harrisburg. The project, the Paxton Place development, will rise at 1100 S. 20th St., a vacant lot next to the Paxton Street Home in Harrisburg. The 37-unit apartment project is the result of a partnership between Lower Allen Township-based Monarch Development Group LLC and Paxton Ministries, a nonprofit that provides affordable housing and support services to people in need. It operates the Paxton Street Home, which serves adults of all ages, many of whom have disabilities.
