Jean Bartz has seen the expressions of relief and the tears of joy. It’s a scene Bartz has witnessed more than once during the past couple of months as property manager of the new Pioneer Ridge Apartments in Wisconsin Dells, the long-awaited and badly needed affordable housing complex on Pioneer Drive next to Trappers Turn Golf Club. As successive, multi-unit apartment buildings have opened once a month since June at the new complex and new residents have moved in, Bartz has been there during the moments when those residents cross the threshold into a new, affordable dwelling — and she’s watched as a look of palpable relief crossed their faces and their eyes filled with tears.
